Could Earlestown Town Hall house Newton-le-Willows Library? Have your say

As part of the ongoing development of the historic building, the council is exploring the possible relocation as part of a new multi-service One Neighbourhood Community Hub. The proposal would create a more accessible facility while enhancing the range of services available to library users and local residents. 

The potential relocation was first outlined in the council's Library Strategy 2023-2028. 

The consultation, open today until Tuesday 22nd September, gives residents the opportunity to share their views on the potential move and help shape the future of library services in Newton-le-Willows and Earlestown. 

The council is keen to understand how people currently use Newton-le-Willows Library, how they travel to the existing site on Crow Lane, and whether relocating services to Earlestown Town Hall would make it easier or more difficult for them to access the library. Respondents will also be able to identify any barriers they may face and suggest ways these could be addressed.  

The consultation also seeks views on what people would most like to see in any future library location, including accessibility, children's facilities, community activities, study spaces, digital services and more. 

Councillor Stephen Claybrook, Cabinet Member for Leisure, Culture and Heritage, said: "Libraries play a vital role in our communities and it is important that local people have the opportunity to tell us what matters most to them. We encourage everyone who uses Newton-le-Willows Library, our library members and residents in both communities to take part in the consultation and share their views. Your feedback will be crucial as we work to ensure that library services remain sustainable, accessible and responsive to local needs." 

All responses will be considered as part of the consultation process and will help to inform future decision-making. 

The refurbishment of the Grade II Listed Earlestown Town Hall is being made as part of an ambitious regeneration programme being delivered by St Helens Borough Council and ECF - a partnership between Homes England, L&G and Muse - to improve both the historic building, Market Square and the wider public realm. 

Handover of the site from main contractors HH Smith will take place in the coming weeks and the council will enter a mobilisation phase, with final preparations and fit-out works ahead of the building's reopening.
