Have your say on Bold Forest Garden Village Masterplan Framework

St Helens Borough Council, supported by Avison Young and design team partners, SLR Consulting and Social, is inviting the public to have their say on the emerging Masterplan Framework for Bold Forest Garden Village.

Following adoption of the Local Plan in July 2022 the 128-hectare site was allocated for the development of a notional 2,988 new homes. The Masterplan Framework aims to bring forward a new sustainable residential community, consisting of approximately 3,000 homes, alongside associated community infrastructure and amenities. 

The development, which is the largest proposed housing development in the Liverpool City Region, focuses on high quality landscape-led design and seeks to provide long-term benefits to both St Helens Borough and the wider city region through the delivery of a range of new homes (including 30% affordable provision), a range of community facilities, and a network of high quality green spaces connecting  to Bold Forest Park. 

The Masterplan Framework has been shaped by feedback from an extensive initial stage of community engagement in April 2025. A second stage of consultation is now being launched and feedback will be used to inform and finalise the Masterplan Framework, which will be submitted to Council for approval at the end of 2025. 

Two community drop in events will be held offering an opportunity to view the proposed masterplan, speak to the project team and provide comment. The events will take place at the following dates and times:   

  • Tuesday 11 November, 1:00pm-7:00pm - Clock Face Miners Recreation Club 
  • Saturday 15 November, 11:00am-4:00pm - Clock Face Labour Club

Councillor Richard McCauley, Cabinet Member for Regeneration at St Helens Borough Council, said: 

"Bold Forest Garden Village is an exciting opportunity for the delivery of much needed homes, infrastructure and community facilities that will benefit the residents of St Helens Borough for generations to come. The first round of consultation provided valuable feedback that has helped to shape these latest proposals and it is vital that community voices continue to be heard. I would encourage all local residents, businesses and stakeholders to view the proposals and share their feedback on how this scheme can best address the needs of our community." 

The consultation will run from Monday 3 November to Monday 24 November 2025.
