Newton-le-Willows regeneration and investment plans submitted to Government

Regeneration plans for Newton-le-Willows have officially been submitted to Government following approval by St Helens Council Cabinet on 19 November.

The Regeneration Plan and 4-Year Investment Plan, developed by the Newton-le-Willows Neighbourhood Board, identifies priority areas over the next ten years. £20million of funding for the town was secured by St Helens Borough Council in Spring 2024 through the Ministry of Housing, Communities and Local Government's (MHCLG) Plans for Neighbourhoods Programme. 

The Plans have been developed with extensive community consultation and utilising socio-economic data and strategic insights and set out three priority investment themes for Period 1 (April 2026-March 2030): 

  • Regeneration, High Streets and Heritage (20% of the public vote) 
  • Education and Opportunity (19.5% of the public vote) 
  • Health and Wellbeing (16.7% of the public vote) 

In addition to these three areas, the Newton-le-Willows Neighbourhood Board identified community cohesion as a priority, proposing the development of a 'Community Pot' to enable community capacity building and social infrastructure projects through a competitive grant funding basis. 

On 28 November, the Regeneration Plan and 4-Year Investment Plan were officially submitted to MHCLG and, if approved, funding and activity will commence in April 2026. 

Chris Hickey, Chair of the Newton-le-Willows Neighbourhood Board said: "The Newton-le-Willows Regeneration Plan has been developed with the community and reflects the priorities of the residents of the town. It is fantastic that St Helens Borough Council's Cabinet have backed this vision and I'm delighted plans have now been submitted to Government. I look forward to the next steps of delivering this investment for the people of Newton-le-Willows." 

Councillor Kate Groucutt, Deputy Leader and Cabinet Member for Business & Inclusive Growth at St Helens Borough Council said: "Submitting our plans to Government is a significant step forward in turning our vision into action. The development of the Newton-le-Willows Regeneration Plan has been a true collaborative effort, and I would like to thank members of the Newton-le-Willows Neighbourhood Board and the residents of the town who have been actively engaged throughout the process. I look forward to seeing the real lasting change this Plan will deliver for the people of Newton-le-Willows." 

David Baines MP, Member of Parliament for St Helens North said: "The £20million Plan for Neighbourhoods funding has the potential to make meaningful, lasting change in the town. It is encouraging to see the ambitious proposals put forward for Newton-le-Willows by the Neighbourhood Board who will be vital in overseeing the delivery of the investment over the next decade."
